Netflix downloads on too many devices: remove an old phone

Netflix error 10016-23000 or NQL.23000 is a download-device limit. Check the account list, remove an unneeded download device, and verify a new download before traveling.

Quick answer

Open Netflix's Manage Download Devices page and check which devices still hold downloads. Remove an old device you no longer need, understanding that its Netflix downloads will be deleted, then retry one download on your current phone.

If Netflix reports downloads on too many devices, check the account’s download-device list before deleting unrelated files from your phone. Errors 10016-23000 and NQL.23000 concern how many devices may hold downloads under the plan. An old phone can be dealt with from your current device; you do not need the old phone in your hand.

Confirm the message before removing anything

What Netflix reports Where to look first
Too many devices with downloads The account’s Manage Download Devices page
Not Enough Storage Storage on the device receiving the download
A monthly download limit or a title-specific restriction The help article for that exact message
A TV will not stream The TV’s playback error, rather than the mobile download list

Read the full message and keep the code. A download-device allowance is not a count of episodes currently visible on this phone. Do not assume that a streaming screen limit or free phone storage explains this particular error.

Old phone unavailable: remove its download entry

In a browser, open the Manage Download Devices link in Netflix’s official error guide. Sign in to the intended account if prompted, review the devices and the current allowance, and select Remove device beside a device whose downloads you no longer need.

The mobile route in Netflix’s current instructions is My Netflix → profile name → Account → Devices → Mobile download devices. Use the same removal action there if you prefer the phone or tablet showing the error.

Removing that device deletes all of its Netflix downloads. Check with anyone who still relies on those offline titles before confirming. This step does not require you to erase or factory-reset the old phone. Avoid removing every entry when one identifiable, unused device is enough to test.

Old device available: delete its downloads directly

If you still have the device and no longer need any of its offline titles, Netflix also documents My Netflix → profile name → App Settings → Downloads → Delete All Downloads, followed by confirmation.

This deletes that device’s downloaded shows and movies. It is different from freeing unrelated photos or removing an episode on the new phone. If access to the old device is the obstacle, use account-based removal instead of trying to recover the hardware first. Netflix’s deletion guide covers both routes.

Verify one new download before leaving home

Return to the current phone’s Netflix app while online and retry one title that offers a download option. Let it finish, open Downloads, and check that the intended title appears and plays. Netflix requires you to remain signed in to use offline downloads.

An error disappearing from one screen is not enough to establish that the title is ready for a trip. Downloaded titles belong to the device used to download them; removing an old entry does not transfer its offline files to the new phone. See Netflix’s offline-viewing instructions for supported devices and title availability.

The list looks correct but the error returns

Stop repeating deletions if the list contains only devices you need or the same error remains after the test. Open Netflix support with the code, the device list you checked, which removal or deletion you tried, and the retry result. Do not post account credentials or device-list screenshots publicly.

Check the allowance on your own account rather than relying on an old plan table. A plan change is a separate spending decision, not a required first troubleshooting step. If the message changes to a storage, monthly, or title restriction, follow that new message instead of removing more devices.

These steps were checked against Netflix’s public documentation on October 19, 2026. They do not establish the limit or account state for an individual subscriber.
